[Hat tip Toscha.] Read it here. My initial take is that this would favor candidates with money and/or existing name recognition. That would (it seems) favor Democrat Bill Foster, Democrat John Laesch, Republican Chris Lauzen and Republican Jim Oberweis the most - although the Republican field might be less settled than the Democratic field of Foster, Laesch and Geneva attorney Jotham Stein. Geneva Mayor Kevin Burns might suffer more from a primary with Barack Obama on the ballot (draining away moderate Republicans).
