A report from the State House:

The Franks-Froehlich Bill (HB4717), requiring collar county boards vote to receive the quarter point sales tax increase that passed with the recent Regional Transportation Authority (RTA) Act, was dealt a major setback today in the House Mass Transit Committee. Collar counties normally supporting local control appear not to want to be responsible for saying ok to a tax hike they requested that they will benefit from - at least when they can duck it. Former Glen Ellyn State Representative Vince Persico, a lobbyist for DuPage County, came out against the bill. There was a lack of support in the committee (Republican DuPage State Representative Dennis Reboletti, a former co-sponsor of this bill, who had previously argued for “responsible leadership” during the RTA Act legislation, was absent). Due to the lack of support, State Representative Jack Franks was forced to withdraw the bill. Now we know what the DuPage Republican “local control” argument really boils down to in practice - local control of the good stuff and when it comes to accountability, hey, that’s not local.
